Ayl\u0131kta y\u00fczde 9,5, y\u0131l ba\u015f\u0131ndan bu yana da y\u00fczde 59 artt\u0131. T\u00dc\u0130K verilerine g\u00f6re, enflasyon, 2023 y\u0131l\u0131 Eyl\u00fcl ay\u0131nda bir \u00f6nceki aya g\u00f6re y\u00fczde 4,75, bir \u00f6nceki y\u0131l\u0131n ayn\u0131 ay\u0131na g\u00f6re y\u00fczde 61,53 oldu. B\u00f6ylelikle ger\u00e7ek kira art\u0131\u015f oran\u0131, y\u0131ll\u0131k ve ayl\u0131k enflasyonun da \u00fczerinde ger\u00e7ekle\u015fti.<\/p>\n<p>Bu durum, ev sahiplerinin kiralara enflasyon hedefinin 37 puan, y\u0131ll\u0131k enflasyonun 33,5 puan \u00fczerinde zam yapt\u0131\u011f\u0131n\u0131 ortaya koyarken, konut grubu, ayl\u0131k y\u00fczde 5,76\u2019lik art\u0131\u015fla, e\u011fitim ve alkoll\u00fc i\u00e7ecekler t\u00fct\u00fcnden sonra en \u00e7ok art\u0131\u015f g\u00f6steren \u00fc\u00e7\u00fcnc\u00fc grup oldu. Merkez Bankas\u0131 eyl\u00fcl ay\u0131 enflasyon raporunda ise kira alt grubunun, son d\u00f6rt ayd\u0131r g\u00f6zlenen art\u0131\u015f e\u011filiminin g\u00fc\u00e7lendi\u011fine vurgu yap\u0131ld\u0131.<\/p>\n<p><strong>Kiralar hizmet enflasyonunu kat\u0131la\u015ft\u0131r\u0131yor<\/strong><\/p>\n<p>T\u00fcrkiye Cumhuriyet Merkez Bankas\u0131 (TCMB) Ba\u015fkan\u0131 Hafize Gaye Erkan da TBMM Plan ve B\u00fct\u00e7e Komisyonunda yapt\u0131\u011f\u0131 sunumda, kiralar\u0131n hizmet enflasyonunu etkiledi\u011fine dikkat \u00e7ekmi\u015fti. Erkan, \u015fu de\u011ferlendirmelerde bulunmu\u015ftu: \u201cKiralardaki y\u00fckseli\u015f e\u011filimi hizmet enflasyonundaki kat\u0131l\u0131\u011f\u0131 en \u00e7ok etkileyen unsurlardan biri durumuna gelmi\u015ftir. Hizmet sekt\u00f6r\u00fcn\u00fcn geneline yay\u0131lan enflasyondaki ataletin k\u0131r\u0131lmas\u0131, beklentilerin d\u00fczelerek yeniden \u00e7\u0131palanmas\u0131na ba\u011fl\u0131d\u0131r.\u201d<\/p>\n<p><strong>Baz\u0131 b\u00f6lgelerde 200 bin TL<\/strong><\/p>\n<p>\u00a0Emlak platformlar\u0131ndan yap\u0131lan belirlemelere g\u00f6re, \u0130stanbul\u2019da semtine g\u00f6re de\u011fi\u015fmekle birlikte en d\u00fc\u015f\u00fck kiralar 12-14 bin TL\u2019den ba\u015fl\u0131yor, 200 bin TL\u2019ye kadar \u00e7\u0131k\u0131yor. \u0130stanbul Levent de 25 bin TL\u2019den ba\u015flayan kiralar, l\u00fcks b\u00f6lge ve dairelerde 150-200 bin TL\u2019ye kadar y\u00fckseliyor. Bak\u0131rk\u00f6y\u2019de fiyatlar 27 bin TL ile 120 bin TL aras\u0131nda seyrediyor. Atak\u00f6y\u2019de 23 bin TL ile 80 bin TL, \u015ei\u015fli\u2019de 20 bin ile 90 bin TL, Mecidiyek\u00f6y\u2019de 18 bin TL ile 75 bin TL, Florya\u2019da 30 bin TL ile 120 bin TL aras\u0131nda de\u011fi\u015fiyor.<\/p>\n<p>Zeytinburnu\u2019nda ortalama 12 bin TL\u2019den ba\u015fl\u0131yor 69 bin TL\u2019ye kadar y\u00fckseliyor. L\u00fcks, deniz manzaral\u0131 dairelerde bu rakam 200 buluyor. Bah\u00e7elievler\u2019de ortalama 14 bin TL ile 55 bin TL, Ba\u015fak\u015fehir\u2019de 15 bin ile 67 bin TL, Beylikd\u00fcz\u00fc\u2019nde 10-12 bin TL ile 55 bin TL, Yakuplu\u2019daki l\u00fcks villalarda ise 75 bin TL\u2019ye kadar \u00e7\u0131k\u0131yor.<\/p>\n<p><strong>Spek\u00fclatif kira art\u0131\u015f\u0131na 54,5 milyon TL ceza ya\u011fd\u0131<\/strong><\/p>\n<p>Ticaret Bakanl\u0131\u011f\u0131, spek\u00fclatif fiiler ile fahi\u015f fiyata sebebiyet veren ilanlar ve yan\u0131lt\u0131c\u0131 reklamlar\u0131n titizlikle incelendi\u011fini belirterek, emlak sekt\u00f6r\u00fcnde kay\u0131t d\u0131\u015f\u0131, manip\u00fclatif ama\u00e7l\u0131 ilan payla\u015fan 545 ki\u015fiye 54 milyon 500 bin lira ceza kesildi\u011fini duyurdu. Bakanl\u0131ktan yap\u0131lan a\u00e7\u0131klamada, \u015f\u00f6yle denildi: \u201c\u0130lan platformlar\u0131nda verilen sat\u0131l\u0131k emlak ilanlar\u0131 inceleme alt\u0131na al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>1 Eyl\u00fcl\u2019den bu yana verilen sat\u0131l\u0131k emlak ilanlar\u0131nda, ilan\u0131n yay\u0131mda oldu\u011fu d\u00f6nemde fiyat\u0131nda y\u00fczde 100 ve \u00fczeri art\u0131\u015f yaparak piyasay\u0131 ve serbest rekabeti bozan ve t\u00fcketicileri ma\u011fdur eden 545 ki\u015fiye Ta\u015f\u0131nmaz Ticareti Hakk\u0131nda Y\u00f6netmelik\u2019in 14\u2019\u00fcnc\u00fc maddesindeki \u2018Ta\u015f\u0131nmaz ticaretiyle i\u015ftigal edenler haks\u0131z ve hukuka ayk\u0131r\u0131 davran\u0131\u015f ve ticari faaliyetlerde bulunamaz\u2019 h\u00fckm\u00fcne ayk\u0131r\u0131 faaliyetleri nedeniyle ki\u015fi ba\u015f\u0131na 100 bin lira olmak \u00fczere toplam 54 milyon 500 bin lira para cezas\u0131 verilmesine karar verilmi\u015ftir.\u201d Vatanda\u015flar\u0131 ma\u011fdur edebilecek her t\u00fcrl\u00fc ihtimalin Bakanl\u0131k\u00e7a de\u011ferlendirildi\u011fi vurgulanan a\u00e7\u0131klamada, gerekli incelemelerin de ivedilikle ba\u015flat\u0131ld\u0131\u011f\u0131 kaydedildi.<\/p>\n<p><strong>Arabulucuda \u2018T\u00dcFE oran\u0131nda art\u0131\u015fta\u2019 uzla\u015fma<\/strong><\/p>\n<p>\u0130zmir\u2019de kira bedeli konusunda anla\u015fmazl\u0131k ya\u015fayan ev sahibi ile kirac\u0131, arabuluculuk masas\u0131nda kademeli kira art\u0131\u015f\u0131 \u015fart\u0131yla el s\u0131k\u0131\u015ft\u0131. \u00c7i\u011fli\u2019deki evin sahibi M.D, apartman\u0131n bulundu\u011fu b\u00f6lgedeki ortalama kira bedelinin 8-9 bin lira aras\u0131nda de\u011fi\u015fti\u011fini belirterek, kirac\u0131s\u0131 Atilla Figen\u2019den 1750 lira olan ayl\u0131k \u00f6demesini y\u00fckseltmesini talep etti.<\/p>\n<p>Taraflar\u0131n sonuca ula\u015famamas\u0131 \u00fczerine konu yarg\u0131ya ta\u015f\u0131n\u0131nca zorunlu arabuluculuk \u015fart\u0131 devreye girdi. G\u00f6r\u00fc\u015fmelerin ard\u0131ndan arabuluculuk masas\u0131nda ev sahibi ile kirac\u0131 kademeli zam \u015fart\u0131yla anla\u015fmaya vard\u0131. \u0130mzalanan anla\u015fmaya g\u00f6re, kirac\u0131 ev sahibine 2024 y\u0131l\u0131n\u0131n haziran ay\u0131na kadar ayl\u0131k 3 bin lira, haziran ve a\u011fustos aylar\u0131 aras\u0131nda 5 bin lira \u00f6deyecek.<\/p>\n<p>2024 y\u0131l\u0131n\u0131n a\u011fustos ay\u0131ndan itibaren kiraya T\u00fcketici Fiyat Endeksi (T\u00dcFE) oran\u0131nda zam yap\u0131lacak.
