UND\u2019nin a\u00e7\u0131klamas\u0131nda bu uygulamalar\u0131n T\u00fcrkiye\u2019nin de taraf oldu\u011fu AETR \u00fclkelerinde ge\u00e7erli olmad\u0131\u011f\u0131 ve bu konuda m\u00fczakerelerin s\u00fcrd\u00fc\u011f\u00fc belirtilerek ikinci s\u00fcr\u00fcm ak\u0131ll\u0131 takograflar\u0131n kullan\u0131m\u0131na en erken 2026 y\u0131l\u0131nda ba\u015flanabilece\u011fi hat\u0131rlat\u0131ld\u0131.<\/p>\n<p><strong>IRU mektup yazd\u0131<\/strong><\/p>\n<p>Yeni s\u00fcr\u00fcm dijital takograf s\u00fcr\u00fcm 1 (SMT1) ile kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda SMT2, s\u0131n\u0131r ge\u00e7i\u015flerinin otomatik kayd\u0131n\u0131 yaparken, yetkili makamlar\u0131n verileri uzaktan g\u00f6r\u00fcnt\u00fcleme olas\u0131l\u0131\u011f\u0131 gibi ek \u00f6zellikler de i\u00e7eriyor. IRU\u2019nun AB \u0130li\u015fkileri Direkt\u00f6r\u00fc Raluca Marian,AB komiserli\u011fine IRU ad\u0131na g\u00f6nderdi\u011fi mektupta \u201cSekt\u00f6r\u00fcm\u00fcz ak\u0131ll\u0131 takograf 2. versiyonunu d\u00f6rt g\u00f6zle bekliyordu.<\/p>\n<p>Di\u011fer faydalar\u0131n yan\u0131 s\u0131ra, yeni \u00f6zellikleri sayesinde, bu s\u00fcr\u00fcm cihazlar yaln\u0131zca s\u0131k s\u0131k hata yapan s\u00fcr\u00fcc\u00fcleri ve a\u011f\u0131r kusurlu s\u00fcr\u00fcc\u00fcleri hedef alarak yol boyunca yap\u0131lan kontrollerin say\u0131s\u0131n\u0131 azaltabilir ve b\u00f6ylece hem s\u00fcr\u00fcc\u00fclerin hem de yetkililerin \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131 iyile\u015ftirebilir diye d\u00fc\u015f\u00fcn\u00fcyoruz. Bu IRU\u2019nun uzun s\u00fcredir savundu\u011fu ideal bir senaryodur.<\/p>\n<p>Ancak yeni takograflar\u0131n teslimat\u0131ndaki gecikmeler, 2023\u2019\u00fcn sonuna kadar 20 bin ila 40 bin arac\u0131n tescilini engelleyebilir. Bu blokaj kabul edilemez. B\u00f6yle bir durum ula\u015f\u0131m ve ta\u015f\u0131mac\u0131l\u0131k operat\u00f6rlerinin planlamas\u0131n\u0131 ve dolay\u0131s\u0131yla AB\u2019nin yolcu ve mal ta\u015f\u0131ma kapasitesini \u00f6nemli \u00f6l\u00e7\u00fcde etkileyebilecek yeni ara\u00e7lar\u0131n al\u0131nmas\u0131nda gecikmeler olaca\u011f\u0131 anlam\u0131na geliyor\u201d dedi.<\/p>\n<p>Avrupa Otomobil \u0130malat\u00e7\u0131lar\u0131 Derne\u011fi\u2019nin (ACEA) rakamlar\u0131na g\u00f6re, AB\u2019de her y\u0131l yakla\u015f\u0131k 300 bin yeni a\u011f\u0131r ticari hizmet arac\u0131 tescil ediliyor. Bu ara\u00e7lar\u0131n AB yasalar\u0131na uygun olabilmesinin ko\u015fullar\u0131ndan biri de s\u00fcr\u00fcc\u00fclerin ara\u00e7 kullanma ve dinlenme saatlerini kaydeden vazge\u00e7ilmez bir cihaz olan takograf\u0131n tak\u0131lmas\u0131 konusunda odaklan\u0131yor.<\/p>\n<p><strong>2050 karbon n\u00f6tr hedefi<\/strong><\/p>\n<p>\u00a0IRU, AB \u00fcyesi \u00fclkelerde icra makamlar\u0131n\u0131n \u015fimdiye kadar SMT1 cihazlar\u0131yla kay\u0131t alt\u0131na al\u0131\u0131nm\u0131\u015f ara\u00e7lar\u0131, bu ge\u00e7i\u015f d\u00f6nemi boyunca i\u015fleten ta\u015f\u0131mac\u0131l\u0131k ve lojistik \u015firketlerine ceza uygulamamas\u0131 gerekti\u011fini savunuyor.2050 y\u0131l\u0131 i\u00e7in karbon n\u00f6tr hedefi konusunda kararl\u0131l\u0131k sergileyen IRU, takograf krizinin \u00e7evre dostu yeni a\u011f\u0131r ticari ara\u00e7lar\u0131n \u00e7al\u0131\u015fmas\u0131na engel getirmemesi gere\u011fine i\u015faret ederken, aksi durumun Avrupa\u2019n\u0131n CO2 azaltma hedeflerini tehlikeye ataca\u011f\u0131 uyar\u0131s\u0131nda bulunuyor.<\/p>\n<p>Almanya, \u0130spanya ve \u0130sve\u00e7 dahil olmak \u00fczere bir dizi AB \u00fcyesi \u00fclke tek tarafl\u0131 olarak ge\u00e7i\u015f s\u00fcresinin uzatulmas\u0131na karar verdi. S\u00f6ylemeye gerek yok, bu ara\u00e7lar\u0131n SMT2 cihazlar\u0131yla donat\u0131lmas\u0131n\u0131n maliyeti, uyumlu ara\u00e7lar\u0131 sa\u011flamakla y\u00fck\u00fcml\u00fc olduklar\u0131 i\u00e7in \u00fcreticiler taraf\u0131ndan kar\u015f\u0131lanmal\u0131d\u0131r\u201d.<\/p>\n<p>Yeni a\u011f\u0131r ticari hizmet ara\u00e7lar\u0131n\u0131 hedefleyen bu d\u00fczenlemenin yan\u0131 s\u0131ra AB s\u00fcr\u00fc\u015f ve dinlenme s\u00fcresi kurallar\u0131nda yap\u0131lan son de\u011fi\u015fiklik, 21 A\u011fustos 2023 tarihinden \u00f6nce tescil edilen ara\u00e7lar\u0131n takograf de\u011fi\u015fimi i\u00e7in de son tarihleri belirliyor. Bu son tarihler, ara\u00e7 tipine ba\u011fl\u0131 olarak 2024 sonu ile A\u011fustos 2025 aras\u0131nda bir d\u00f6nemi i\u00e7eriyor. Bu s\u00fcreleri endi\u015fe verici bir \u015fekilde yak\u0131n tarih olarak g\u00f6ren IRU yeni tescillenmi\u015f ara\u00e7lar\u0131n SMT2 ile donatman\u0131n mevcut zorluklar\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, AB yollar\u0131nda seyir halinde bulunan mevcut ara\u00e7lar\u0131n SMT2 cihazlar\u0131 ile yenilenmesinde de gecikmeler olaca\u011f\u0131n\u0131 \u00f6ng\u00f6r\u00fcyor.<\/p>\n<p>IRU\u2019nun \u00f6zetle g\u00f6r\u00fc\u015f\u00fc \u015f\u00f6yle: \u201cYeni ak\u0131ll\u0131 takograf b\u00fcy\u00fck olas\u0131l\u0131kla 2024\u2019\u00fcn ba\u015f\u0131na kadar yayg\u0131n olarak bulunmayaca\u011f\u0131ndan, Avrupa Komisyonu\u2019ndan \u00f6ng\u00f6r\u00fclebilir bir krizi \u00f6nlemek i\u00e7in ara\u00e7 yenileme i\u00e7in bir izleme sistemi kurmas\u0131n\u0131 istiyoruz. Bu, mevcut sorundan daha b\u00fcy\u00fck bir sorun olabilir. 1,5 ila 2 milyon arac\u0131n takograf yenilenmesi gerekece\u011fini tahmin ediyoruz. E\u011fer \u00fcretim ve tedarikte ve yenileme i\u015flemlerinde gecikmeler olursa mevcut \u00e7\u00f6z\u00fcm penceresinin daha da daralaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz.<\/p>\n<p><strong>UND: T\u00fcrkiye&#8217;de en ge\u00e7 2028&#8217;de ba\u015flar<\/strong><\/p>\n<p>\u00a0AB \u00fclkelerinde ak\u0131ll\u0131 takograf ikinci s\u00fcr\u00fcm konusunda UND A\u011fustos ay\u0131 ba\u015f\u0131nda yapt\u0131\u011f\u0131 duyuruda \u015fu noktalara dikkat \u00e7ekti: \u201cBilindi\u011fi \u00fczere, AB \u00fclkeleri 15 Haziran 2019 tarihinde, yeni tescil edilen ara\u00e7larda 2nci nesil dijital takograf (Ak\u0131ll\u0131 Takograf) kullanmaya ba\u015flam\u0131\u015flard\u0131r. Di\u011fer yandan AB \u00fclkeleri 21 A\u011fustos 2023\u2019te yeni tescil edilen ara\u00e7larda 2nci nesil, 2nci s\u00fcr\u00fcm dijital takograf kullanmaya ba\u015flayacaklard\u0131r. \u0130laveten; 31 Aral\u0131k 2024 \u2018e kadar, uluslararas\u0131 nakliyatta \u00e7al\u0131\u015fan ara\u00e7larda eski nesil analog ve dijital takograflar\u0131, 2nci nesil 2nci s\u00fcr\u00fcm dijital takograf ile de\u011fi\u015ftirmeyi, 20 A\u011fustos 2025\u2019 kadar da 2nci nesil 1nci s\u00fcr\u00fcm dijital takograflar\u0131, 2nci nesil 2nci s\u00fcr\u00fcm dijital takograf ile de\u011fi\u015ftirmeyi planlamaktad\u0131r. Bu uygulamalar, T\u00fcrkiye\u2019nin de taraf oldu\u011fu AETR \u00fclkelerinde ge\u00e7erli de\u011fildir. AETR \u00fclkelerinde yeni tescil edilen ve uluslararas\u0131 nakliyatta \u00e7al\u0131\u015fan ara\u00e7lar i\u00e7in 2nci nesil dijital takograf kullan\u0131lmaya ba\u015flanmas\u0131 en erken 2026, en ge\u00e7 2028 y\u0131l\u0131nda ba\u015flayacakt\u0131r.
