s\u0131ra ya\u015fl\u0131 yap\u0131 stokuna da sahip Be\u015fikta\u015f&#8217;ta son 10 y\u0131lda 603 yap\u0131 y\u0131k\u0131l\u0131rken, 2000 \u00f6ncesi in\u015fa edilen sit alan\u0131ndaki yap\u0131lar\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fc i\u00e7in gerekli yasal i\u015flemler s\u00fcr\u00fcyor.<\/p>\n<p>T\u00fcrkiye&#8217;nin en b\u00fcy\u00fck n\u00fcfusuna sahip \u0130stanbul&#8217;da beklenen olas\u0131 Marmara depremi nedeniyle kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 g\u00fcndemden hi\u00e7 d\u00fc\u015fm\u00fcyor.<\/p>\n<p>AA muhabirleri bu kapsamda Be\u015fikta\u015f, Maltepe ve Sar\u0131yer&#8217;de y\u00fcr\u00fct\u00fclen kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131n\u0131 derledi.<\/p>\n<p>Be\u015fikta\u015f Belediyesinden al\u0131nan bilgiye g\u00f6re, farkl\u0131 kanunlara tabi alanlar olmas\u0131 sebebiyle bir\u00e7ok imar plan\u0131 bulunan il\u00e7ede kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 \u00e7ok y\u00f6nl\u00fc s\u00fcr\u00fcyor.<\/p>\n<p>Belediye ekipleri, 6306 say\u0131l\u0131 Afet Riski Alt\u0131ndaki Alanlar\u0131n D\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi Hakk\u0131nda Kanun kapsam\u0131nda \u00fcst ve alt \u00f6l\u00e7ekli \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcr\u00fcrken, 3194 say\u0131l\u0131 \u0130mar Kanunu&#8217;nun beraberinde 2960 say\u0131l\u0131 Bo\u011fazi\u00e7i Kanunu ile 2863 say\u0131l\u0131 K\u00fclt\u00fcr ve Tabiat Varl\u0131klar\u0131n\u0131 Koruma Kanunu&#8217;na tabi alanlara y\u00f6nelik de ayr\u0131 ayr\u0131 \u00e7al\u0131\u015fma y\u00fcr\u00fct\u00fcyor.<\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn h\u0131z kazanabilmesi i\u00e7in iskan veya ruhsat sahibi yap\u0131lar\u0131n imar planlar\u0131nda in\u015faat alan\u0131 ve kat say\u0131s\u0131 kay\u0131plar\u0131n\u0131 \u00f6nleyerek, kazan\u0131lm\u0131\u015f haklar\u0131n korunmas\u0131na y\u00f6nelik plan notu de\u011fi\u015fikli\u011fi yap\u0131lan il\u00e7ede, mevcut iskan veya ruhsatl\u0131 haklar\u0131n korunarak 6306 say\u0131l\u0131 kanun kapsam\u0131nda kontroll\u00fc \u015fekilde d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi planland\u0131.<\/p>\n<p>D\u00f6n\u00fc\u015f\u00fcm\u00fcn h\u0131zlanmas\u0131 ve \u00f6n\u00fcndeki engellerin \u00e7\u00f6z\u00fclebilmesi i\u00e7in Kentsel D\u00f6n\u00fc\u015f\u00fcm M\u00fcd\u00fcrl\u00fc\u011f\u00fc ve Be\u015fikta\u015f \u0130mar A\u015e i\u015ftirak \u015firketini kuran belediye, n\u00fcfus ve yo\u011funluk art\u0131r\u0131c\u0131 te\u015fvikler yerine, mevcut haklar\u0131n korunmas\u0131 ve imar plan\u0131nda yap\u0131la\u015fmaya engel durumlar\u0131n ortadan kald\u0131r\u0131lmas\u0131 ad\u0131na plan de\u011fi\u015fikleri yap\u0131yor.<\/p>\n<p>\u0130stanbul genelinde yap\u0131lan yerle\u015fim yeri uygunluk durumu analizinde 3 b\u00f6lgesi eski dere yata\u011f\u0131 olmas\u0131ndan dolay\u0131 al\u00fcvyon zemin olarak tespit edilen il\u00e7ede, bu alanlardaki 1999 \u00f6ncesi in\u015fa edilen t\u00fcm yap\u0131lar\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fc \u00f6n planda tutuluyor.<\/p>\n<p>Kentsel sit alan\u0131 olan bu b\u00f6lgelerden ikisinde 1\/1000&#8217;lik imar plan\u0131n\u0131n olmamas\u0131 d\u00f6n\u00fc\u015f\u00fcm konusunu g\u00fc\u00e7le\u015ftirirken, belediye, imar planlar\u0131n\u0131n onaylanmas\u0131 ve gerekli imar haklar\u0131n\u0131n kazan\u0131lmas\u0131 i\u00e7in \u00fcst mercii ba\u015fvurulara ve tekliflere y\u00f6nelik \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcr\u00fcyor.<\/p>\n<p>Be\u015fikta\u015f&#8217;ta son 10 y\u0131l i\u00e7erisinde 603 yap\u0131 y\u0131k\u0131l\u0131rken, 642 yeni yap\u0131 ruhsat\u0131 d\u00fczenlenerek gerekli imar uygulamalar\u0131 ger\u00e7ekle\u015ftirildi.<\/p>\n<p>\u0130l\u00e7ede 2000 \u00f6ncesi in\u015fa edilen sit alan\u0131ndaki yap\u0131lar\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fc i\u00e7in de gerekli yasal i\u015flemler s\u00fcr\u00fcyor.<\/p>\n<p>Maltepe Belediyesinden edinilen bilgiye g\u00f6re, kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 kapsam\u0131nda riskli yap\u0131lar\u0131n tespit edildi\u011fi il\u00e7ede, vatanda\u015flar\u0131n ba\u015fvurmas\u0131 durumunda da gerekli denetimler ve \u00e7al\u0131\u015fmalar yap\u0131l\u0131yor.<\/p>\n<p>Binas\u0131n\u0131 d\u00f6n\u00fc\u015ft\u00fcrmek isteyenlere 18 ay boyunca 3 bin 500 lira kira yard\u0131m\u0131nda bulunan belediye, 1 defaya mahsus 7 bin lira da ta\u015f\u0131nma yard\u0131m\u0131 yap\u0131yor.<\/p>\n<h2>Kentsel d\u00f6n\u00fc\u015f\u00fcm kapam\u0131nda\u00a04 bin 90 bina y\u0131k\u0131ld\u0131<\/h2>\n<p>Maltepe&#8217;deki \u00e7al\u0131\u015fmalarda 4 bin 461 bina riskli yap\u0131 olarak tespit edildi.<\/p>\n<p>Bu konutlarda 26 bin 554, i\u015f yerlerinde de 4 bin 167 ba\u011f\u0131ms\u0131z birim riskli olarak belirlenirken, il\u00e7ede toplam 30 bin 721 ba\u011f\u0131ms\u0131z birim riskli olarak g\u00f6r\u00fcn\u00fcyor.<\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 kapsam\u0131nda 4 bin 90 binan\u0131n y\u0131k\u0131m\u0131 ger\u00e7ekle\u015ftirildi.<\/p>\n<p>\u0130l\u00e7ede, i\u015f yeri ve konut olmak \u00fczere toplam 27 bin 375 ba\u011f\u0131ms\u0131z birim y\u0131k\u0131lm\u0131\u015f oldu.<\/p>\n<p>Sar\u0131yer Belediyesinden al\u0131nan bilgiye g\u00f6re, m\u00fclkiyet ve tapu problemlerinin yo\u011fun oldu\u011fu il\u00e7ede kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 daha \u00e7ok bina baz\u0131nda vatanda\u015flar taraf\u0131ndan y\u00fcr\u00fct\u00fcl\u00fcyor.<\/p>\n<p>Ayaza\u011fa Mahallesi&#8217;nde uzun zamand\u0131r devam eden tapu ve imar problemi, \u0130BB Meclisinden ge\u00e7en karar sonras\u0131 \u00e7\u00f6z\u00fcld\u00fc.
